City-Wide Portfolio Decarbonisation

City of Liverpool

Liverpool City Council has committed to reaching net-zero across its own operations by 2030 and city-wide by 2040.

However, like many cities pursuing similar targets, the council faces significant challenges in translating high-level targets into coordinated and scaled projects across the its entire portfolio. Fragmented governance structures, siloed data, and a limited ability to translate technical opportunities into investable propositions make it difficult to move the project from on-paper strategy to implementation.

While individual carbon reduction projects can be successfully scoped through traditional feasibility studies, scaling these into a regional portfolio of net-zero initiatives requires a far more integrated approach. This includes aligning multiple energy systems, updating existing sustainability guidance, and attracting investment on a much higher level. Liverpool therefore needed a clear pathway to move from ambition to delivery readiness. The complexity of this transition also demands strong cross-organisational collaboration and creates additional challenges in programme coordination and project management.

Benefits Delivered

  • Property and Energy Data Integration:ENQUIP collected and consolidated property, energy, spatial, and billing data across Liverpool City Council's estate to create a robust business-as-usual baseline within the internal purpose-built dashboard.
  • Energy Investment Pipeline:Using the dashboard, ENQUIP identified, evaluated, and compared clean energy investment opportunities across heating, power generation, and electric transport at both the individual asset and portfolio level.
  • Pilot Investment Portfolio:ENQUIP developed financing models for groups of clean energy assets and assembled them into a pilot investment portfolio designed to attract institutional investment and support for the city council.

ENQUIP has brought clarity to our opportunities at Liverpool City Council to invest profitably in the clean energy transition.
